Where and when was this statement made? In what context was this said? How was it followed up? Was this part of the speech at the Million Moms March against violence and pro-gun control? I think in all fairness the entire speech, or a summary should be included. This is an example of the old game "Telephone" where a statement starts at one end, and ends up different at the other. If you read the newspaper, and don't read the entire article, you may miss something. If you quote from a speech, and don't hear the whole speech, you may miss something. I haven't read of any proposed amendments to the Constitution espousing limitations of freedom coming out of Capitol Hill, and being an avid reader of the Washington Post, I think it would make the front page there if it had actually happened! And further Civics 101, amendments to the Constitution come from the Congress, not from the executive branch.
